For both Trump and López Obrador, good relations yielded concrete results, curtailing migration and limiting US meddling in Mexico’s domestic affairs. By some accounts, the two populist presidents struck an informal agreement soon after AMLO assumed office in December 2018: Washington would agree to both tolerate and exercise restraint in its comments on topics such as Mexico’s energy and security policies, and in exchange, AMLO’s administration would cooperate with Trump on migration.
In 2019, AMLO dispatched 28,000 troops from the newly created National Guard to intercept migrants on Mexico’s southern border with Guatemala. The same year, Trump and AMLO enacted the Remain in Mexico policy, which obligated asylum seekers to initiate proceedings in Mexico before entering the United States.
